SECI–Adani Solar Power Sale Agreements
Case Background
On November 25, 2024, the Centre for Liberty (CFL) filed a formal complaint with the Anti-Corruption Bureau (ACB) seeking investigation into alleged corruption in a solar Power Sale Agreement (PSA) signed in 2021.
The agreement involves the Andhra Pradesh government, the Solar Energy Corporation of India (SECI), and Adani Green Energy Ltd.
Basis of the Complaint
The complaint filed by the Centre for Liberty is based on serious bribery allegations disclosed in a filing made with the United States Securities and Exchange Commission (SEC).
According to the SEC filing referenced in the complaint, approximately USD 200 million was allegedly paid as bribes to secure favourable terms in a 7,000 MW solar power agreement.
Relief Sought
In its submission to the Anti-Corruption Bureau, the Centre for Liberty requested registration of a case under the Prevention of Corruption Act, 1988.
The complaint names the following individuals in connection with the agreement:
- Y. S. Jagan Mohan Reddy, then Chief Minister of Andhra Pradesh
- Y. S. Rajasekhar Reddy, then Energy Secretary
- Balineeni Srinivasa Reddy, then Energy Minister
The Energy Minister has publicly stated that he was coerced into signing the agreement.
All-Party Round Table and Petition
The Centre for Liberty also organised an All-Party Round Table and submitted a petition to Chief Minister Chandrababu Naidu following the filing of the complaint.
The round table meeting was held in Vijayawada on April 24 and was attended by representatives of multiple political parties and civil society organisations, including Congress, CPI, CPM, BSP, the Liberal Party, AIDWA, JCV, OPDR, and others.
The petition demanded:
- Immediate cancellation of the SECI–Adani solar power agreement
- Registration of an FIR based on the complaints
- Independent investigation by a senior IPS officer using MLAT
- Judicial review of the agreement
- Decentralisation of solar power generation
