Subject: Suggestion for Transparent Privatization of Rushikonda Buildings and Adjoining 9 Acres

Respected Sir,

On behalf of the Centre for Liberty (CFL), we thank the Government of Andhra Pradesh for inviting public suggestions on the utilization of the redeveloped Rushikonda Buildings and adjoining 9 acres of land in Visakhapatnam.

We respectfully submit that the most fiscally responsible and economically beneficial course of action would be for the State to sell the Rushikonda property outright to a private party through a transparent, competitive, and publicly auditable process. The proceeds from such a sale should be directed toward reducing Andhra Pradesh's runaway public debt and financing core infrastructure projects such as roads, power systems, and industrial logistics that directly contribute to long-term economic productivity — rather than being diverted into short-term social expenditure.

If an outright sale is not immediately feasible, we suggest that the Government consider a long-term lease or asset monetization model that transfers complete operational control and financial risk to private investors while ensuring an upfront payment to the State exchequer.

Crucially, the entire sale or lease process must be fully transparent and insulated from any form of cronyism or political favoritism. To ensure integrity and public confidence, we recommend that the transaction be conducted under the supervision of a reputed retired High Court Judge or an independent oversight committee comprising experts in law, finance, and public policy. Such independent oversight would guarantee that every stage — from valuation to bidding and award — adheres to the highest standards of fairness and accountability.

By privatizing non-core government assets like Rushikonda, the State can demonstrate a commitment to responsible fiscal management, transparency, and market-oriented governance. This will send a powerful signal to investors that Andhra Pradesh is serious about reform and sustainable economic development.

We therefore urge the Government to take this opportunity to set a national benchmark for ethical and efficient public asset management, ensuring that every rupee realized contributes to productive, long-term infrastructure creation.
